1. You were stopped for a document check, and the STS is at home
The vehicle registration certificate confirms that the vehicle has been registered with the traffic police. Inspection staff will definitely require this document in case of a stop. Even the most responsible motorists are not immune from this: drivers are not always slowed down due to violation of the rules, there are also preventive checks.
Driving without STS is legal can only in the first 10 days after buying a car. In other cases, for his absence will be discharged a warning or a fine of 500 rubles. In addition, the car, by decision of the traffic police officer, can send to a car impound: in this case, you will also have to pay for the services of a tow truck and a simple car.
To secure the STS, you can download it to your smartphone through the mobile application “Gosuslugi Avto”. While the presentation of an electronic certificate to the traffic police inspector works as part of industrial operation, therefore, it is still necessary to carry a paper original with you. If the STS is not just forgotten, but lost, it must be restored by contacting any division of the State Traffic Inspectorate. For re-issuance of papers have to pay a state duty of 500 rubles. To save money, you can make a payment online, through the State Services portal – then it will be equal to only 350 rubles.
2. You are driving someone else’s car
To do this, you need to collect documents – their list depends on the tasks that the motorist is going to perform. Like just for driving enough have with you the rights, STS and insurance policy, and for insurance or technical inspection you can no longer do without an official power of attorney.
In any case, it is important that the new driver is included in the OSAGO policy or the OSAGO does not have any restrictions. Otherwise will be discharged a fine of 500 rubles, and if there is no policy at all – 800 rubles. You can add a person to OSAGO at the office of the insurance company or in your personal account on the insurer’s website, if such an option is available there.
The format of the power of attorney is chosen by the owner of the car: it is allowed to print it and write it by hand. The main thing is to certify with your signature, correctly indicate the details of the documents and prescribe duration of the power of attorney. Paper with errors, inaccuracies or corrections will not be considered valid. Therefore, when compiling it, you need to be extremely careful or enlist the support of a lawyer or notary. Another working way to avoid mistakes is to submit the JTS in an online form.
Another working way to avoid mistakes is to draw up a power of attorney in an online form. This option is available in the application “Gosuslugi Avto”. For the scheme to work, both the owner and the second driver must have an account in it. To delegate control of your car to another person, you need to indicate in the application his full name, date of birth, driver’s license number and the period for which control is entrusted. The rest of the data will be entered automatically. After that, the second driver will also be able to present the STS of the car to the traffic police inspector through the application.
“Gosuslugi Avto” was launched at the end of 2021 thanks to the federal project “Digital Public Administration” of the national project “Digital Economy”. The application works as a single window that allows you to solve the most popular questions of motorists: from checking the vehicle to quickly paying off fines. It is already used by about 2 million drivers.

3. A fine came, but you did not break the rules
Erroneous fines are sometimes issued due to automatic fixation cameras. They may react to the shadow of the car, incorrectly read the number of the car, or identify the former owner as the violator, although the person who recently bought the vehicle “earned” the penalty.
To appeal any such inaccuracy given 10 days from receipt of notification. The complaint must be submitted to the traffic police: directly to the department or online – through the State Services portal or the State Services Auto mobile application. In addition to the statement itself, evidence must be provided. Let’s say, when the camera made a mistake in the room, show the PTS, and when the driver’s identity shows receipts, photographs, a car purchase and sale agreement and other confirmations that you were not driving. If the traffic police refuse to remove the fine, you can file a lawsuit with the court.
4. You want to check the car before buying
Knowing the history of a car before buying is critical. By skipping this step, you can accidentally become the owner of a stolen car, a vehicle with serious malfunctions or a pledge.
It is easy to study all these questions on your own in the “Checking a Car” section on the traffic police website or in the “Gosuslugi Avto” mobile application. It is enough to know the VIN‑code of the car. Additionally, to verify the honesty of the seller will also help:
- Federal bailiff service. A check here will show the presence or absence of enforcement proceedings against the owner.
- Register of pledged property. In the “Find in the registry” section, car data can be found, for example, by VIN code.
- Portal “AUTOCODE”. Shows the complete history of the vehicle. It will come in handy if the transport was registered in Moscow or the Moscow region.
5. It is necessary to issue an OSAGO and not run into scammers
OSAGO concluded with a fake insurer can cause various problems. Which ones – depends on the situation:
- If the driver did not know about the violation, and the fake was discovered during the check, the traffic police officer write out a fine of 800 rubles.
- If the fact is revealed during the accident, you will have to cover the costs yourself.
- If the driver deliberately used a fake OSAGO and this is proven, you can also incur criminal liability. Punishment options: fine up to 80,000 rubles, arrest for six months, compulsory work up to 480 hours, correctional labor up to two years.
To avoid such troubles, study the insurer in advance. Before issuing a policy, check the organization’s license on the website of the Bank of Russia. If it is, go to the next step – make sure the site is authentic. The official pages of companies are collected in the register on the portal of the Russian Union of Motor Insurers – it is better to use the links from it. If you look for an insurer through Yandex, choose the results with a blue check mark next to them: fake sites do not have such. It is also possible to check an existing policy for authenticity: such a service is available on the PCA website.
6. There was an accident, and you need to draw up a European protocol
Europrotocol is a document that allows you to quickly file an accident without the presence of traffic police officers. take advantage such a possibility is realistic only in cases where no more than two cars were involved in the incident, none of the people were injured, and both drivers have OSAGO policies.
In this case, compensation from the insurance company remains. Payout amount depends from the presence of disagreements between the participants in the accident and photographic fixation of damage:
- if the pictures were taken and the drivers came to a consensus – up to 400,000 rubles;
- if the pictures were taken, but there are disagreements – up to 100,000 rubles;
- if there are no pictures, but drivers look at the accident the same way – up to 100 thousand rubles;
- if there is neither consent nor photographic fixation, the European protocol will not save, you need to call the traffic police.
It is allowed to fill out the Europrotocol both in paper form and in electronic form through the State Services Auto application. Both options have the same legal effect. But in the second case, you do not need to visit the office of the insurance company – the notice of the accident will go there automatically.
Application “Public Services Auto”, created thanks to the national project “Digital Economy”, combines all the most popular services for motorists. In August of this year, a new one appeared in it – “Europrotocol Online”. It makes it easier to photograph the accident, eliminates the need to carry paper forms with you and speeds up the process of registering an accident. There is no risk of data errors: the form is automatically filled in with information from the State Services. This increases the likelihood of compensation for damage from an accident.
The federal project “Digital Public Administration” of the national project “Digital Economy” is engaged in the transfer to the online format of solving not only automotive problems, but also other domestic and business issues. Its goal is to simplify and speed up the conclusion of any papers in order to make this process more comfortable. Thanks to the national project “Digital Economy” by 2030, about 95% of all services will be transferred to digital.
